My Halloween costume this year was a Punisher T-ahirt and a Luigi (Nintendo) hat.
Ah I am so dumb! I didn’t realize OP photo was a Halloween costume. I came to the comments to figure out where Luigi is, why he’s wearing a bullet-proof vest, and if they released him from prison temporarily for a special event, and it looks like his face has vitiligo but no it’s probably just the overhead lighting & shadows playing on his face.
