I can’t understand the justification for breeding captive exotic cats.
If someone wants to adopt an exotic cat that was rescued from the illegal animal trade, and provide them as good of a life as possible, I can justify that. But breeding a wild animal that’s babies will be condemned to captivity doesn’t sit right with me.
Regulation and permitting for ALL animal breeding.

I think a legal avenue is necessary to prevent established/responsible breeders from moving to the black market.
But I agree with the sentiment. Animal/livestock cultivation in general has become a harmful practice that we need to reduce or change practices.

There is no such thing as a responsible breeder when shelters are at capacity and animals are being euthanized because of that. Until we have the stray, and shelter, populations under control there should be zero tolerance for breeding more animals as pets.
If that means that “reputable” and “responsible” breeders suddenly decide to illegally breed and sell animals on the “black market” that is what things like the SPCA and law enforcement are for.

I agree that an overhaul of the entire system is needed, especially on the livestock side of things.

SPCA is a non-profit society. I don’t think they have the resources to hunt down puppy mills actively trying to subvert prohibition. RCMP is a national police force. I’m fairly certain puppy mills would fall near the bottom of their priorities list.
Prohibition never works as a substitute for regulation. Look at alcohol, drugs, and prostitution. Not only does prohibition utterly fail at eliminating these practices, it demonstrably exposes people to exploitation and harm.
Prohibiting animal breeding would just mean that the people who chose to do it would have no incentive to ensure their animals aren’t subjected to cruelty or harm.

This is already a part of the SPCA’s mandate, and the RCMP is involved in the shutting down of puppy mills the SPCA discovers under that mandate as well as assisting in abuse cases and the rest of the work the SPCA does that requires a Police presence.
