Anyplace wired with plain old telephone lines could do fax. Though I believe the POTS->cable company converters won’t work with fax.
Printers that include a built-in scanner often include fax because it’s easy. They just need to add a modem and some software, and the modem hardware is dirt cheap.
By the way, do you still have operational fax lines where you are (not eFax)?

I agree, if you have POTS then you can send a fax if the printer has a modem installed. I don’t happen to have a POTS landline.
POTS is typical provided along side internet on the ISP modem
Most business is over VOIP and so then is the fax.
