That is not a deliberate feature. The app is simply not registered correctly for the type of link. This registration happens at the OS level and can propably be set up after installing the app ,depending on your OS.
Yeah, no developer intends to send you to the app store page for their app when you already have it.
BUT they could be talking about websites. “Read this article in the app” and instead of a proper link to open it, it’s just a link to the play store. I have definitely seen that before

You’re right, I haven’t even thought of websites. Never conciously tried to click one of those links.
