      Physical surveillance probably (China going for the gold soon?), but I don’t think anybody has NSA beat when it comes to digital surveillance.

        From the 1980s, all phone, fax and internet traffic between Britain and Ireland was intercepted by RAF intelligence and run through automated keyword analysis to harvest intelligence about republicanism. Britain has been the world leader in signals intelligence for nearly a century. Much of the Snowden leaks pertained to intelligence gathering the NSA outsources to British intelligence.

          And let’s not forget all that CCTV surveillance kicking off since like the 1960s. There’s an estimated 7 million surveillance cameras in that little country.
