He even had a secret landline to the emperor and promised his support to him. He did everything he could to keep monarchy in Germany, maybe parliamentary like in the UK, if necessary to placate the people. Some soc-dems might not understand what they are doing, but he played the now traditional part of social democracy straight: consciously lying to the people to get to the top of a revolution he hated in order to defang it and steer it into a direction that was safe for the ruling class.
