there are defintitely differences between rulers, but when in history did rulers ever rule in favour of all people they rule over?
all the different needs and desires are just too much for a few huamns to comprehend in full.
and that is only if a ruler hasnt already given up their morals in order to achieve that power in the first place, and if they arent forced to focus on not losing that power to someone else.
a truely “good ruler” seems like an unachievable ideal to me
